How to allow creation of folder or file in Program Files in Windows (programmatically)?

I am writing my installer for Windows.
I want to create my own folder in the Program Files folder and write my program there, but Windows does not allow writing there.
As I understand it, you need to use some kind of roles and rights for access.
Can anyone suggest how to do this?

Do you make an installer for your program? If so, what is wrong with Inno Setup?
