How to allocate more memory for Java?

I'm trying to allocate 2 gigabytes of RAM to Java applications, I get the error Could not reserve enough space for object heap, although 1 gigabyte is given calmly. 16 GB of RAM, only 3 is occupied. what could be the reason?
