How to adjust cooler speed in Ubuntu?

There is an old HP ProBook 6455b laptop with an AMD processor and a Radeon HD 4250 video card. Win 10 and Ubuntu are installed on it (it was 16.04 now 17.04). The problem is cooling under Ubuntu (regardless of the version) under Windows there are no problems. The cooler runs at a minimum until the temperature rises to 90+ degrees and immediately turns on to the maximum. lm-sensors does not show the cooler speed, only the temperature, which is probably why pwmconfig cannot be configured. Can I somehow solve this problem?

I found all the same a program for adjusting the speed of the cooler on a laptop under Linux (there is also a version for Windows). Can someone come in handy Notebook Fan Control and how to install
