How to add your second level domain (without www) to Heroku in modern realities?

It is possible to add a CNAME record, but it is only suitable for subdomains.
What about a normal second-level domain without WWW ?
There is no type "redirect" at the registrar. As well as some ALIAS records.
And, yes, Heroku apps don't have a static IP to bind a domain through.
