How to add your own widget inside a block in DRUPAL8?

I have a fidget of my data type located in \Drupal\Agreement_field\Plugin\Field\FieldWidget\AgreementFieldHTML5InputWidget. Its id=Agreement_field_html5_input_widget.
In essence, I need to display a select with a data set in my block, having received its html code.
Can I add it inside my block in the build() function so as not to describe the selection from the database again?
