The manual says:
Open the "Settings" menu.
In the "Device" section, select "Users".
What if there is no "Users" item in the "Device" section on the tablet?

Most likely in your firmware this feature is disabled by the manufacturer.
In general, if you have root, you can install xposed and its multiuser module,
or find a firmware with the option enabled
