How to add someone else's article to habr?

If I found an article on the Internet that is relevant on Habré and useful to people, then how can I add it here? Copy to habr, add a few words from yourself and a link to the source? Or partially copy? On the source site in the footer "copy, but with a link." Will they not show me later that I'm just advertising someone else's site or stealing content or something else?

Habr is not LiveJournal and not the center of world cross-posting. No need to copy posts from other blogs and sites, indicating that they were previously published elsewhere.

Habr is not a place for copy-pasteers. Placing completely copied content from other sites is prohibited - even when using a hyperlink to the source. We are for copyrighted materials.
