How to add slave node to master in kubernetes cluster?

In general, the problem is, I have two cars with ubuntu 18.04 . I
installed according to the manual https://vitux.com/install-and-deploy-kubernetes-on...
and when adding a slave via join, an error occurs:
[kubelet-check] The HTTP call equal to 'curl -sSL localhost:10248/healthz ' failed with error: Get localhost:10248/healthz: dial tcp [::1]:10248: connect: connection refused.
