How to add Russian language in SUSE 12.2?

Suse 12.2 sp3 on Hyper-V.
I go to Yast, add a language, reboot, the indicator does not appear, Ctrl + Shift in editors do not obey. In the tray, as they were, the number 1 (workspace) and the clock.
The yast is Primary English and Secondary Russian.
I was able to change Primary to Russian and back.
