How to add rules in pfSense?

Days are good.
The thing is ...
I made myself a home router based on pfSense.
Yes, but I can’t understand how it is possible to add here (And can it be added?) Firewall rules, except through the web face? There is no usual /etc/pf.conf at all.
The task is to add exactly this:

table <ddos> persist
block log all
block in quick from <ddos>

pass in proto tcp from any to self port 80 keep state \
  (max-src-conn 50, max-src-conn-rate 15/5, overload <ddos> flush)

Or, how to configure the same using a web muzzle?
I will be glad for any help.
