How to add only 1 item to cart from a specific category?

There are 3 categories. You need to add 1 product from each category to the cart. How can this be implemented?

When you click on the "Add to Cart" button, you check the presence of the product in the user's basket and whether the product previously added to the basket is from the same category as the selected product, if so, do not add the product or remove it from the basket.
