How to add new rtmp stream to ffmpeg?

I have a debian server, I need to add new rtmp or rtsp streams to ffmpeg on the fly for relaying.
As far as I know, in order to add a new stream, you need to edit the "rtmp" section in the nginx config, but I need to do this on the go so that I can constantly add new cameras without restarting the server. For some reason, in all the guides that I read on Habré, this possibility was not mentioned. What team can do this? The command itself will activate the php script at the request of the user of the web application.

And why do you need to edit the config to add a stream? Show me your config. You don't create a new application section for each thread:?

You don't need a bike. Edit the nginx php config with a script at the request of the user and then reload the configuration .
