How to add multiple IPs to l2tp/IPSec?

There is a server on debian10, a client is connected to it
. Can I create another user on the same server but with a different ip so that clients connect using different IP addresses?

In general, as far as I know, when creating an l2tp account, you can (need) register a specific ip (or it will be given by the DHCP server), which will be assigned to the vpn interface on the other side of the connection. And in order to understand how to add an account, you need to know what kind of vpn server is on debian10
