opencart 2 version does not imply the ability to edit the template from the admin panel (in some assemblies, in the site settings it is possible to insert the analytics code - it is inserted into the site header)
opencart 3 version - Design -> template editor. Common/header.twig file
But I would recommend working with files directly via ftp.
After editing the file, do not forget to reset the modification cache
