How to add image to block background in xsl file?

There is an xsl file that is used for printing through a browser.
The document has a block that is filled with text and each line must be underlined.
There are no restrictions on text size.
To do this, I plan to make a background in the form of a repeating image of a strip or implement it using css.
But when using both methods, the strip is not shown in the print preview of the document.
Can you please tell me how to add an underline?

The issue has been resolved, to show the background in the Google Chrome print settings, you must enable the "Background" option
