How to add gperf.exe to PATH?

I tried adding it manually (screen above) and moving the exe file to the System32 folder - it didn't help.

1. Do not add files to Path, only folders; add C:\Program Files (x86)\GnuWin32\bin
2. add to the Path variable, not to the gperf variable.
