How to add field properties to files?

There is a standard corporate Windows, Explorer supports the ability to specify a meta description in the file properties, after which you can filter all files in the folder according to the specified description.

The system allows you to add such fields and fill them in only for MS Office files, how to do it for the rest, for example PDF

I don't think this is possible for all files, at least not as easy as for the office package.
Judging by the screenshot, this field does not exist for .pdf files. But I can be wrong.
