How to add comments to a WordPress category?

There is a category page. How can comments be attached to it in the same way as on post pages?

Here are a couple of variations:

1. Use a third party comment widget. So, usually, it doesn't matter what the page is, only the unique URL is important.
   
2. Create a static page, design a template for it as for a heading. Include comments on it.
