How to add city number (sip from operator) via kazoo API?

Installed kazoo: https://github.com/2600hz/kazoo.
In general, figured out everything. But...
I can't add a city number via API (from a sip operator). You can manually add monster-ui via porting through the web interface, but this is clearly a crutch.
Please let me know who solved this problem. Obviously, telephony will not start without an external connection to sip operators.
Please don't throw tomatoes. The second day I just pick it.
