How to add blur to a video without losing quality?

Is there a video. I'm trying to make a video. At the beginning, I blur it gradually removing this effect. Saving it with H.264 - I get steps (in the first image). Saving just in avi, without compression - everything is ok (second image).
The question is whether there is an option to add a similar effect without losing quality but without increasing the file size (15 seconds = 5 gigabytes in uncompressed video).
ps worked with Adobe Pr and Ae. I tried to save with the help of other codecs - the situation did not change much.

You just need to play around with the h264 settings, there are a lot of them. In addition to the bitrate and preset, you also need to look at the profile. It is highly desirable to include cabac and bframes. Preser use one of the slow ones and then play with the bitrate.

The same steps are obtained when posterizing in Photoshop, that is, reducing the number of colors, apparently h264 simplifies the picture when converting. Possibly low bitrate.
