How to add any application to this circle?

I am not an android developer, I do not know the terms in this area, but still I ask for tips on how to finish any application by long pressing the "Home" button on this "circle". Or link to topic/tuturial.
For Lollipop.

No way. Judging by the screenshot, this is probably a Google launcher. It does not provide api for adding applications to this "circle".

It can be added in two ways. Put CM, or try exposed, but you need root there.
