How to add an infoblock element to the top level and to a child section at the same time?

When adding an element, if in "Sections" you simultaneously select "Top level" and any child section, then the element will be added only to the child section.
If you select the top level without children, it adds to the top level.
If you select several children, it will add to several children.

Checkbox "Allow selection of the main section for binding." in the infoblock settings.

the top level is when the section is not specified, i.e. "daw" allows you not to specify a section, respectively, when added to a child, this already excludes the top level logically
