How to add an image to a pdf document?

The old way: print a pdf document, then sign it and then take a photo or scan a sheet of paper.

I do not want to do this.

The adobe type editor allows you to overlay an image on top, if I'm not mistaken

Yes, any pdf editor allows you to insert pictures.
even in google docs you insert a picture and then export as pdf

New way: HTML template with inserted facsimile pictures and print, the required data is substituted into it and a PDF is generated.
An HTML template can be replaced by a PDF file, but then the overlay coordinates of transparent images with a seal and a signature will have to be calculated from some third-party data, and their opaque parts will cover the original.
