How to add a warning to disable vpn because of it, SDEK does not work?

The site does not display the delivery of the deals if the vpn extension is enabled. Is it possible to modify this module, and where is it done at least the direction where the files are)
Or check for ip, country (some library) and display a message if not Russia: Blah blah turn off vpn because it blocks the display of delivery
