Unfortunately, this cannot be done. The vk.com user must be the first to initiate a dialogue with your community, thereby granting permission to receive messages. This was done on purpose to protect users from unwanted messages.
If you want to interact with your client base through VK, then you must first encourage the client to write to messages in your group integrated with amoCRM.
