On the All Things Hair channel , in addition to the standard tabs in the menu (Home, Videos, Playlists ...), there is an All Things Hair tab with a design that is not typical of a YouTube channel. How is it done?

Writing to YouTube support with a request to add something similar to your channel is the best option. You just can't do something like that.
