How to add a library on DOT.NET Framework 4.6.2 to ASP.NET CORE?

Actually question ts.
In English sites they say you need to click on "Restore packages", I did not find such a miracle button in VS2017 They
also say you need to add some letters to "project.json" but my project does not have such a file.

You have selected the wrong project type.
Restore packages, like project.json, only exist for .NET Core runtime projects. I suggest you take a look at the documentation .
