How to add a file when building a package?

I just started learning how to work with rpmbuild and spec files, until I googled one single question - how to add a third-party file to a package when building? The directory from the source is created when the build is started and the file cannot be put there, but as I understand it, in the % files section you can specify files from the build tree. In general, how to add your own files when building a package?

I don't understand what you are trying to achieve?
If you are building a package, then you are building it in devdir, which contains all the contents of the package being created.
