How to add 4 hours to a date in Google Sheets?

Hello. I have some questions about working with regular expressions and dates in google sheets.
Suppose a date (date stamp) is entered into a Google table cell in the following form: "2019-02-16T22: 14 :
15.339Z " -02-16 22:14:15" ? 2. After that, add 4 hours to the date "2019-02-16 22:14:15" . How to do it in google spreadsheet? If I understand correctly, first you need to convert the value in "2019-02-16 22:14:15" to the format "Duration / Duration". Add 4 hours (04:00:00). And then return the normal date format.
