How to adapt a Windows program for Linux?

Who can help with adapting a Windows program for Linux:
this program does not want to work under WINE (at least for me)

the program (of the Windows XP era) is a simple dictionary made on CD and on Windows it runs either from a disk or rewritten to a USB flash drive, but in Linux under wine program "freezes" on the first search.

Most likely, even with him in any way, if it is so tightly tied to Windows.
Use a virtual machine with the same XP.
