How to achieve Photoshop -> Save For Web level compression with jpegtran?

I want to achieve Photoshop->Save For Web level compression using jpegtran. I have a source file of 2399Kb, I achieved the best compression using the command

jpegtran -copy none -progressive -arithmetic in.jpg out.jpg

it turned out 2099Kb while FS presses up to about 500Kb. Can anyone come across a similar problem, tell me how to squeeze better.
