How to access the DVR in a secure network?

Good afternoon.
I will try to describe the essence of the problem in as much detail as possible.
There is an analog video recorder to which cameras are connected. Registrar - rvi-r04la.
The DVR is connected to a zyxel keenetic 4g 2
router. The router is connected to the state network. institution that prohibits external connections.
The problem is that there is no way to connect from the outside, directly to the DVR, in order to be able to watch what is happening in the stream.
Is there any way to bypass this limitation?
Are there any crutches?
One of the solutions that I saw, but I don’t know how to implement yet:
Upload video from the registrar to spv, divided into 1 second segments.
Some kind of software to connect one-second segments into a stream.
