How to access router firewall programmatically (preferably PHP)?

In general, I need to make a Captive Portal system, the router already has a function to redirect to the desired page. I need to somehow be able to modify the router's firewall, disable / enable the ability to access the Internet by adding the user's poppy address to the blacklist, and, if necessary, pull it out of there.
To be honest, I have no idea how this can be done. Maybe it's done with commands in the windows console and then just invoked via PHP, or PHP has its own functions for that. If you have experience, or any resource (any PL) where this is described, please give a link. Thanks in advance
