How to access REST on the cloud?

There is a cloud on vscale, there is Ubuntu 16.04. I installed Nodejs, npm, mongobd, then uploaded my database and raised the server to nodejs. I opened port 3000 on which the nodejs server is located, I try to send requests through: 3000, but for some reason they do not go through. If I run from my home PC, then requests go through its ip.
