How to access a site with geographic "protection"?

This is the registration site for the Lithuanian embassy for Belarus.

Being in Poland, when I try to access the site, I get a server response.

Forbidden

You don't have permission to access /by1/ on this server.

(As far as I understand, those who are outside the Republic of Belarus are not allowed in)
I ask for tips on what to use to access the site?

You yourself answered your own question:

Or those whose IP is not from Belarus. Find some open Belarusian proxy and access the site from it.
