How through group policies to allow a normal user to end sessions (log out) of any users on Windows Server 2008 R2?

There is no possibility to give the user the right to terminate other people's processes.
Maybe there is an opportunity to give the user the right to do "Logout" to other users? That is, to end their sessions? WITHOUT ADMIN RIGHTS!

It can be done, but with several restrictions:
1) You must have the RD Session Host (Terminal Service) role installed
2) A regular user will not be able to Log off a console session, only a terminal one.
How to do it:
Open Server Manager, go to Roles - Remote Desktop Services - RD Session Host Configuration. On your connection (by default, RDP-Tcp) right click - Properties. Go to the Security tab. We add your user who needs to be given these rights, click Advanced and set the rights for this user as follows:
Everything, a user without admin rights, but can log off remote users.
