How stable are intermediaries of cellular operators in the Russian Federation?
There are intermediaries of cellular operators who sell their own SIM cards, but cheaper and more profitable. For example, Megafon does not have a completely unlimited tariff, and I recently bought a full unlimited plan for 1000 rubles per month (actual speed = 50 Mbps).

Just turn on the counter and start downloading torrents.
