How soon will the domain be excluded from the Yandex AGS filter?

I recently purchased a suitable domain for the project (SDL), but ended up under the Yandex AGS filter. Domain renunciation is not yet considered. Snapshot in Webarchive last time was at the end of 2014 (the site was no longer working, error page). The domain has been free since June 2015. Also added to Yandex.Webmaster - there are no links to the site for the entire possible period, there are no reports of violation either. TIC - not defined.
Question. How soon will the domain be excluded from the filter?

Submit an application and wait from 6 months to a year.
They pulled me out of the ACS after half a year.
But I did a great job of getting it out of the filter.

Is there anything on the site right now? Fill in at least a few pages for your project so that it can be seen that this is a new site that is in no way connected with the previous one and write to Yandex support.
It depends more on the desire / unwillingness of those. support to solve your problem, given that you are a new owner of a domain with a tarnished reputation.
