How should a request for telegram api look like?

The problem is that the documentation only describes the bot-api request, and I need to use the users.getFulluser method. The api bot does not give access to this method, so I created a regular api, but either I'm blind or there are no examples in the documentation of how I can make a request to the api. Has anyone already worked with this method or with the usual cart api? How to write a request correctly?
