How safe is it to download popular office programs (free versions) from the official websites of the developers of a particular program? For example, programs such as Notepad++, WinRAR, cpuid hwmonitor, AutoIt and others? Can such programs contain viruses, tracking, data interception?

Of course they can. Well, except for viruses - its antiviruses will burn. But telematics is easy, the code is closed, how to check that it is not there?
But you should not be paranoid - dimonchik2013 quite rightly noted here - Windows merges much more telematics - it has the ability to merge everything, up to keyboard input :)
