How safe is it to pick up a work project?

I work for a government company. For the last year I have been working alone on one very large project, which was written about many times in the news. The current implementation through the efforts of the authorities was led to a dead end. However, in the process of work, I had thoughts on how to redo everything from scratch and monetize it.
Actually, I plan to quit and try to make my own small startup on this topic. There is a small problem here. In order for my startup to become famous, I will have to make a number of publications revealing the state of the original (failed) government project.
There is no question of borrowing the code base. My implementation will be 100% different from the original.
I'm interested in the question - can I be accused of stealing the project and what consequences can this have? You just need to understand. Is it worth it to do everything on your own behalf or you can stupidly conduct activities on behalf of any of your friends. They say "all coincidences are purely coincidental."
Any other good advice/ideas?

You should be more worried about the fact that it will not work out - this is the most serious future problem.
You can still try to take responsibility for the code, and even that is difficult.
And naked ideas are not protected by copyright at all.
Well, the maximum that you can get is if your project somewhere depends on the actions of offended officials - you will simply break off in those places.
