How realistic is the start in IOS development on old hardware?

Is it possible to start learning iOS development on Macmini2.1 ? The task is to develop the simplest applications, run them on an emulator (without uploading them to the AppStore), and in general, a superficial study of macos. Or is he already too old for such tasks?
PS: the maximum version of macos that can be put here without crap is 10.7, the maximum version of xcode is 4.6

Such a piece of iron will not fit in any way. If the average 2014 macmini is incredibly slow, I'm afraid to imagine what's in the 2007 version.
