How or where can I base64 encode the Roboto font from Google Fonts?

We ran into a problem on minicart.su

When loading a page, the site is displayed like this for a third of a second, as far as I know, the most acceleration is given by encoding the font in base64 and placing it directly in css.
But the problem is that the Roboto font is connected with the font specified in the woff2 format, here is an example

I did not find woff2 encoders, www.fontsquirrel.com - woff2 does not take.
Maybe someone has already encountered a similar problem? And is there any other solution for fast font rendering?
