Do not host a server in Russian data centers :) Do not give it a name in Russian domains :) Be prepared for blocking in the Russian Federation :)
It is unlikely that anyone compiled such a checklist, and if someone did, then he is unlikely to hang out here and share experience. The area is painfully specific and ... near-legal :)
I highly recommend that you first study the Criminal Code of the Russian Federation, article 242 , as well as 242.1, 242.2. Because as far as I understand, a demonstration on a tyrnet is quite suitable for "public distribution".

You just need to follow 3 rules:
1. Do not post content on servers and RF domains.
2. Do not provide access to content to citizens of the Russian Federation, from the territory of the Russian Federation, as well as places with the jurisdiction of the Russian Federation (embassies, etc.).
3. Not to be a citizen of the Russian Federation.
In other words, don't do it at all.

Here two things stand out the actual physical location of the server + the owner.
The physical location of the server is naturally outside the bound faggot, with the owner the issue is more complicated. Probably need to stir up something with a partnership / fictitious owner. I think the best solution would be to find a lawyer specializing in IT/international law.
Asking this on a toaster is a thankless task, because the probability of finding here specialists who can give an accurate and detailed answer tends to zero.

Completely incorrect question. Section "Jurisprudence in IT" implies compliance with laws. And the crux of the matter is how to break the law.
Probably the only correct answer within the framework of the section is to move to the jurisdiction that does not imply responsibility for the described activities.
