How much does .ASP NET MVC programming depend on C#?

If a person hasn't learned C# before, can they start learning .ASP NET MVC? How strongly do these two "languages" interact?
Should I start learning the asp net framework without C#? Perhaps you can tell me something about .ASP NET CORE.

It is possible if you know some other .Net language on which asp.net mvc works. For example, vb.net. True, c# is the most polar language, so you still have to know it to some extent for practical work - there will be more examples, descriptions of components and other things on it
