How many times can you vote for a user's karma on Habré and Geektimes?

Hello.
I guess that on the Habrahabr and Geektimes sites, you can vote for the karma of a certain user only once, raising or lowering it. And from now on, it is only allowed to change your vote to the opposite one.
But still I would like to clarify: is it so? Or maybe after a while there will be an opportunity to slap him a negative vote again (well, or vice versa to raise karma)?

At its core, karma is the relationship of one user to another. It cannot be expressed twice (except when the user used the karma reset).
