Mankind has developed a lot of ready-made solutions for typical problems in (2), (3) and (4); specially trained "people" are needed only if something "non-standard" is required.
Their number depends on whether you will "finish finished" or "create from scratch".
For most sites, the main thing is Content and UI (User Interface). But for sites with "User Generated Content" (example - youtube) the most important thing is the UI.
Therefore, the balance of "importance" between points (1), (2), (3) and (4) in your project will depend on the number of specialists and the requirements for their special knowledge / experience.
