Firstly , it depends on the server (hosting) and its settings. You can host on a free or paid hosting. The obvious reasons in this case, I think, are not worth explaining.

Moreover, this load is determined not in people, from the number of which the site will fall, but in the load on the CPU and database. Then you can purchase VPS / VDS hosting, which you administer yourself, and here, too, everything depends on the chosen tariff (the higher the tariff, the more resources are allocated to you). Then you can purchase a dedicated server - here it is still better with a load, but even more resources are needed to raise, configure and maintain it.
Secondly, it depends on the settings of the Bitrix itself, the use of autocaching, CDN, composite, etc., in short, on the settings made by the CMS itself.
Thirdly , it depends on the quality of layout and code, as well as proper integration with the CMS. It is possible, for example, elementarily in the news display component on the site to do something with queries to the database so that the site will simply hang for 15-20 seconds.
