How many mobile applications to develop within one large project: one or several?

Imagine a large project with different directions, a news site, a couple of web applications for solving business problems + an internal corporate portal and your own internal bonus system (loyalty program).
Project audience:
external users - customers (use, for example, a news portal and a loyalty program) more than 100 thousand people
internal users - professionals, company employees (use everything), approx. 10,000
How to do it right: one single application with a different set of modules* for each target audience, or each project has its own mobile application**?
* For example, the client is primarily interested in the loyalty program, so if the application determines during user authorization that the client has logged in, it offers him the content of the loyalty program and the ability to read the news feed, and gives professionals access to all projects within one application.
