They give 1 IP + 16 can be bought (these are slots) for 2EUR (there will be no rent).
You can buy not one IP per "slot", but 4/8/16 per slot (up to 128 addresses per 1 server). At the same time, the monthly payment is not taken only for the first 16 addresses.
A slot is a unit that OVH operates on when routing. Slots can be routed through failover to other servers (just keep in mind that if you abandon the original server, then all its slots, hung on another server, will also dry up).
